By the late 1980s residential sprinklers had been around in other countries of the world for many years, but had failed to attract much attention in the UK, despite the work of a number of supporters stretching back over many years. In 1989, under pressure from various organisations, the Loss Prevention Council created an installation guidance document TB14. Although initially welcomed, it was soon realised that systems designed to TB14 were too costly and efforts were made to have its requirements modified. In 1994, possibly frustrated by general lack of progress, a group of these supporters met and formed the Domestic Sprinkler Systems Group (DSSG) under the auspices of the Institute of Plumbing. Whilst the DSSG made much progress the group, being entirely voluntary, soon ran out of practical resources to implement its objectives. In late 1996 Sir George Pigot was invited to join the group and he suggested the formation of the Residential Sprinkler Association (1998) to further the groups aims. The RSA was very successful and was instrumental in the publication of a British Standard Draft for Development (DD251), and gained enormous support from the Fire Service, Government and other bodies. This raised interest in sprinklers generally and sales doubled between 1995 and 2005. Unfortunately this also created rifts within the Fire Sprinkler Industry. In order to heal these rifts, and help the industry to move forward as one, it was proposed to form a single association to merge the RSA and BASA with the AFPE and thus create a single voice to represent the industry. Thus the Fire Sprinkler Association was formed in 2003 but unfortunately BASA withdrew at the last moment. Nevertheless there were continuing efforts to achieve Industry Unity over the next years and in 2006 agreement was reached that a single organisation be in place by January 1st 2007. As a result the FSA was closed down to make way for this new organisation. Regrettably the creation of a new Organisation was not achieved leaving many of the smaller members of the FSA, who were not interested in joining BAFSA, feeling unsupported. Generally it was felt there was a continuing need for an Organisation to support them and continue with Training, Accreditation and Technical Support within the Residential and Domestic Sector. Malcolm Black therefore called an ad hoc meeting to determine support, discuss possibilities and explore alternatives. The basic proposal was well received and the meeting called for an organisation similar to, but simpler than, the old Residential Sprinkler Association, but operated on a voluntary basis and without permanent staff. They still agreed that ideally a single association should represent the Industry and saw their residential sprinkler organisation as possibly becoming a sub-group within whatever unified Sprinkler Organisation eventually emerges. They agreed that their organisation should not compete with either FIRAS or BAFSA but would simply assist Members until such time as there is a viable alternative. In recognition of the successful marketing work done by the FSA (and RSA before it) the meeting did not feel that there was a continuing need for marketing of residential sprinklers at least for the time being. The meeting therefore asked for a paper to be prepared describing such an organisation and for a further open meeting to be arranged for February 8th. It was intended that this further meeting would endorse or modify the proposal and sign up members, with the intention of commencing operations in March. The meeting therefore proposed that this new organisation should concentrate on the following areas Web site Training Accreditation Technical Support Technical Representation The organisation should also build close relations with Government through the CLG and also with the FPA and BRE. It was also proposed to try to involve prominent public figures as patrons of the new organisation. In order to benefit from the image already created for the Fire Sprinkler Association the new organisation should provisionally be called Fire Sprinkler Associates. This will also allow it to utilise existing publicity materials printed for the FSA. Fire Sprinkler Associates Fire Sprinkler Associates would be more of a society than a formal association and the membership would have to be very much more involved in the day-to-day work. An executive board would be elected by the Membership to oversee operations and take responsibility for day-to-day work. The old FSA telephone line is already located in Sir George Pigots office at the Mill House Padworth and he owns the FSA web site. Sir George has therefore volunteered to provide a home for the new FSA for the time being. Enquiries would be dealt with through an answering machine or by email with an estimated turn round of 1-2 day. Communication with members would be entirely by email. Costs would be covered by a subscription payable by members of the new FSA. This it is anticipated will be set at a very much lower level than was the case with the Fire Sprinkler Association to reflect the lower level of service provided. The aim would be to set this at below 250 a year depending on how many members were attracted. Membership. The new FSA would welcome anyone with an interest in the wider use of fire sprinklers and who supports the aims and objectives of the Organisation. Membership would be open to both individuals and companies with an interest in Residential and Domestic Sprinklers and would not be sub-divided into categories Structure. The new FSA will be run by a Committee composed of individuals elected from the Membership, and will have the power to co-opt such persons as the Committee may feel appropriate for the better operation of the organisation. The Committee will comprise of no more than 7 persons. At their first annual general meeting the Committee will elect a Chairman, Vice Chairman and Hon. Treasurer, who will hold office for two years, unless they retire or are removed from office in the interim. After two years all such officers must retire but they may offer themselves for re-election. Web Site. The old FSA web site has links from the Government fire web site and also rates highly on the search engines. It is also widely used as a reference for accredited residential sprinkler installers, both by the public and local government. Therefore the new FSA would utilise the existing FSA web site but suitably modified to concentrate on the residential sector. The web site would only list subscribers to the new FSA who had successfully completed the training course. Training. Training would continue much as before but would probably take place at the FPA facilities at the Fire Service College in Morton-in-the-Marsh. Alternatively both Lowara and the Fire Service provide facilities for training. Courses would include the existing Maintenance, Installation and Design courses (RES1 & RES2) and the Refresher course and a new 1-day practical course would be introduced for installation engineers. FIRAS are known to be concerned at the lack of proper training now available and the new FSA training would be aimed to fill this need. Accreditation. In conjunction with the training is accreditation. The new FSA would work with FIRAS and BRE to list all members with 3rd-party certification. The site would also list all members who have successfully completed the training course. The new FSA might also consider providing a self-certification scheme based on peer review for smaller installations where 3rd-party certification is inappropriate. Technical Support. Technical support for members, the public and local authorities would be provided via telephone or email. Questions would be dealt with wherever possible by the office but would be referred to others when this was not possible. It is expected that Roy Young will continue to provide ultimate support for more complex issues. Inevitably this would mean most questions would take a few days to get an answer. Representation. The new FSA would seek representation to important organisations such as CLG, BSI, BRE, FPA, IoP, CFOA, DSA, LABC, FIRAS and any other organisations that support the objectives of the organisation. The purpose of this representation would be to ensure that residential sprinklers were fairly represented within the fire community and to Government, that accreditation schemes were effective and cost neutral, and that standards were practical and economic. Aims & Objectives Our objective To influence the positive growth of the residential and domestic sector of the UK Fire Sprinkler market. Key Issues Educate, advise and lobby stakeholders and the public generally on the benefits of Residential Fire Sprinklers. Establish and maintain quality control of Residential Fire Sprinkler installations through Training, Continuous Professional Development, Product Approvals, Installation Standards and Certification schemes. Provide support for Members. Provide professional representation for the Residential sector of UK Fire Sprinkler Industry at all levels. Develop and support the technical case for the use of Residential Fire Sprinklers in all applications. To obtain UK legislation requiring Fire Sprinklers in all high risk residential properties. To oversee the orderly transition to European standards and legislation affecting the fire industry.
